HIRD provides extensive training to various categories of trainees - both governmental, non-governmental and people's representatives. The focus area of such training modules for government / departmental officials pertains to providing knowledge, information and behavioral inputs to enhance and upgrade the managerial capabilities for project planning and implementation of the participants. The training modules for the elected representatives focus on equipping them with knowledge and awareness of their powers and responsibilities under the new Panchayati Raj dispensation. These modules also emphasize on developing their skills and capabilities for effective governance at the village level and thereby to actualize the intended devolution of self-governance powers. Efforts are made to encourage women participation in such exercises. Training of Goverment and Department Officials During the Training Calendar year 2009-10, HIRD has innovated, designed and introduced many new training and orientation programmes specifically to meet the requirements of training of the concerned government officials for upgrading their management and leadership capabilities, in general, and for performing their roles in the context of the changing dynamics and parameters of the government's rural development efforts and the emerging Panchayati Raj System as per the dispensation of the 73rd Constitutional Amendment, in particular.
HIRD has all along
been laying emphasis in its training programmes for the officials streamlining
the delivery system for rural development. The Institute has
organised a large number of training programmes, seminars and workshops for
officials and non-officials of the different Departments, Organizations and
Agencies. A part from its own programmes, HIRD has been actively
collaborating with other Institutes and Organizations, viz., NIRD, Hyderabad,
MANAGE, Hyderabad, NIAM, Jaipur, CCSHAU, Hisar, CAPART, NCUI, Delhi and NABARD,
Chandigarh, for various specialized training and capacity building Courses /
Workshops. Training of Non-officials & PR Functionaries Training of Elected Representatives of Panchayati Raj Institutions is all the more important for the successful implementation of Rural Development Programmes. As indicated earlier, this has acquired imperative significance, especially, in the wake of the 73rd Constitutional Amendment as adopted by the State Government. Imparting adequate and appropriate Awareness, Knowledge and Motivation to the Elected Representatives of the PRIs is crucial to their becoming effective not only in operationalizing the decentralized governance but also in taking full advantage of the various schemes and programmes aimed at the improvement in the quality of the social, economic and cultural life of the rural masses. People - Oriented Approach Considering the need for community participation in the development process, HIRD has initiated and operationalized a strategy to develop the human resource base. The prevalence of poverty and unemployment, the lack of employment opportunities, the declining female/male ratio, the low status of social development parameters like literacy, sanitation, health & hygiene, woman & child welfare, etc., have been the matters of serious concern for the policy makers in the State and at the Centre as well for the civil society and common people. HIRD has, therefore, incorporated social mobilization and social capital formation as the core inputs in its training programmes. The Institute endeavours to up-grade the knowledge, skills and managerial capacity of the various stake-holders, especially the rural youth, for gainful self-employment, gender sensitization and empowerment of the marginalized segments. Research is another important activity of the HIRD. The Institute undertakes empirical studies on identified themes, viz., Panchayati Raj, Rural Change, Impact of Rural Development Schemes, Behavioral aspects, etc. Consequently, HIRD has always made an endeavor to orient to various research activities to the relative and timely needs of the society, as well as, monitor/evaluative roles of the on-going rural development programmes. As such, faculty member undertakes research in semblance with the current requirements in the areas of regional / national importance. Reports of such projects are presented in the Institute Magazine section. The thrust areas, though oriented rural centric, the nature has been varying in time-depth.
